Pauanui Waterways is a comprehensively designed urban waterfront development by Hopper's and associated companies. The development was built in 3 stages commencing in 1992.

Management structures have been established to maintain the waterways. A Management Deed binds the management company to the regulations (consent conditions) issued by the statutory authorities. These require the management company to ensure the integrity of the waterways in terms of water quality, draft, integrity of revetment walls, foreign invasive species, canal profiles, navigation and mooring structures, monitoring, setting and administering rules to be complied with.

The Company determines an annual program of works and administers a cost recovery regime from benefiting adjoining allotments. Properties have a defined mooring envelope or easement over the waterways within which vessels must be contained within the rules. The public has a right of access throughout the canals. An encumbrance over properties ensures the collection of revenues necessary to meet the management companies outlay of costs.
