Properties in Pauanui Waterways can be defined by lots in Stage 1 & 2 and Stage 3. Properties in Stage 1 & 2 are shareholders in Pauanui Waterways Management Company Ltd which has a contract with Pauanui Canals Management Ltd to manage and maintain the canals.

Leigh Hopper
Leigh is a Director of Hopper Developments Ltd and all subsidiary companies including Canal Management. Property owner in Pauanui Waterways since 1993. Leigh has a lifetime of experience in boating, civil construction and development. He is the founder of Pauanui Waterways and Hopper’s other maturing projects at Whitianga and Marsden Cove.
Gray Hopper
Gray is the Project Manager for the final stages of Pauanui Waterways and a Director of Hopper Developments Ltd and all Canals Management Companies in the Hopper group. Gray is an avid boat and has a vast amount of experience within the Waterways and land development activities.
Will Orrick
Will is a property owner in Pauanui Waterways and brings personal experience sitting on the board as a Director and Company Owner in the Construction Industry.
Pauanui Canals Administration Manager
Luana Reece
Luana was appointed as Pauanui’s Canal Administrator in March 2025 and brings has administration experience across various industries.
All Canal Managment issues and queries should be directed to Luana.
Management Constitution
The management structure enables Pauanui Waterways Ltd, the developer, to retain control of the management of the canals by way of directorship representation on PCML. Please refer to the constitutions below for further information.
